Nursing homes vary in quality of care and services they provide. Medicare assigns a rating based on health inspections, staffing and quality measures. CMS regularly inspects every skilled nursing facility. The health inspection scores are an absolute value, so you can compare one facility's score directly to another. The Overall Star rating is based on the facility's performance as compared to other facilities in the same state, so you cannot easily compare one facility's Overall star rating to a facility in another state. The results of the multi-day inspection is reduced to a series of scores which are then translated into the star ratings.
